filezilla, from the firefox people.

I prefer WinSCP, it also has an inbuilt SFTP client. So if you have shell access on a server, everything is much faster and safer.
WinSCP + Putty = pwnage

FlashFXP is the best ftp-client. It supports SITE-commands and also F2F for example

FileZilla also supports sftp via SSH. But in FileZilla it is a bit too laggy. The sftp support in WinSCP is much better.
