A new computer

So basicly Im buying a new computer and I need a bit of advise..

The computer I want to buy is from a German webshop called xmx - www.xmx.de ( The second one 699e )
But I have another issue, obviously its a german website but I dont speak a word german and how can I make sure its safe to buy a computer there, if anyone has other suggestions to get this nce of a computer for about the same price, please let me know...

It would also be very nice if U could give me links from the parts that I need cause the reason that my pc is broken is because I removed all parts and forgot how to put them back together plus my pc is 11 years old and I need to keep both of my windows open at all times so it wouldnt overheat

Phenom is fail due power consumption and price, but for quadcore they are quite cheap.
