you don't need any powers, you can go on IRC and pm a c&a admin. Since Phonie is new to c&a assisting since he was a supervisor of cod2/4, Kiewan picked him and told him its his guid + ip.

I think, because his and AlexL's bust happened a long time before the bug was known and the big amount of players got banned. So they just removed all busts with this reason within a special time period. Obviously, his ban wasn't in this time.
