A good rule of thumb: read the article not the headline. Check the quotes not the spin put on.

Cue headlines that he hates the English 'n an anti-Murray campaign by the Mail / Sun manufacturing anti-Murray sentiment. But then what to expect from a paper in which Richard Littlejohn writes columns ~/
back to the same old "if a scottish guy does well, hes british, if an english guy does something of note, hes english".

They didn't mention he was Scottish or more importantly, that he was British, until the last paragraph, "now, if he is the to become the first British man to win a slam since Fred Perry in this city 72 years ago he must do it all again". Which was obviously used mentioned for effect.
It all depends on the audience and house rules of the newspaper etc. In international tennis, Murray plays for team GB, so it would be right to call Murray a Brit. Though, for 'home' audiences you can understand why people say they're English or Scottish. The LTA actually splits the British players by county level, so.
Outside of football, I think everyone can and will be considered a Brit to be honest. Blame football for English/Scottish 'rivalry'!
