It gives a decent indication but it's by no means perfect. For example, BAE systems (UK) is the third largest weapons company in the world. The UK spends the second most on its defence budget, yet we're only the sixth largest exporter because I only looked at 2007. That's why I used the previous figures (even though they're still lopsided).
You also have a lot of other issues. Some western companies/powers prefer not to sell or buy from certain companies/countries. There's also going to be countries/companies who don't disclose information because they spend more than they should, or on the "wrong" type of weapons. So it's only an indication. Israel actually slips once place now I've given the "proper" statistics.
If your source is Israeli. I would ask yourself why they would deliberately inflate the amount (significance) they can afford to spend/export on weapons. Perhaps your government wants to show Israel is not to be messed with, or perhaps they're trying to show the people that Israeli is "looking out" for its people or you're advanced (compared to your enemies).
Don't always believe everything at face value. Try to validate and check any information, especially if it's important.

Being proud of your country is one thing. But, you're deluded. Holland makes more money than Israel (from arms). No matter how selective your facts may get the truth doesn't change.
