Pings are always 100+

I've had this problem since i began playing et again a few weeks back. I'm getting constant 100 pings where as when I used to play before it was always 40-50.
This is on all servers. An example would be my friends warserver, I did a ping from cmd and this is the result i get:

So why does it come back with a ping of ~60ms when I amen't in game, yet ingame it is around 100?

Buy better rig? :P
can't remember the name of it though. Thinking back it was actually rubbish, et was the only good "freebie" the others were just flash games :D
