Problems with windows vista and ventrilo

Hi guys!
I have little problems!
First of my problems is because windows vista... i have all time this error mesagge, windows corrupted API error , something like that, someone know how to fix it up?
2nd is about ventrilo 3.0.1/3.0.4, the new one =/, everytime im using it fuck my fps so far! i mean wthout ventrilo i have 125/76 and with ventirlo the fps r not fixed, they moved everytime and its rly annoying play like that!!
hope someone know how to fix it up!!

just don't /vid_restart or press alt+enter (if you did, you need to reconnect to solve it. if you won't reconnect, pb will kick a few minutes later)
