no, that's just some state cups in Germany and Finland, Poland had it as well like 2 months ago and some more countries, even Israel had one like a year ago, was a fail one tho.. ^.^
I thought allstars is about players who are the best aimers (like maus or butchji) and has the most spectaculare style of playing (like wing or sqzz), not about the best coordination of the teams
isn't it like... hmm... I dunno, can't find anything 'interesting' in eu allstars atm, but people like to see their part of europe owning another part... it's normal, I think :P

When it comes to election though, towns are gathered in districts (for example district 1 votes = town1, town2 and town3 votes).
