This winamp/foobar skin is part of program Rainmeter with HUD Vision skin :)

It's norma Windows XP Home Edition with a custom visual style/theme.

And ye, it's Winamp. Though, the main player ain't visible and there's a CD Art program (a winamp plug-in) running on the desktop.

It's free until August and as a beta already 100x better than Vista. I've been running it for more than 3 weeks in dual-boot on my regular system without much problems (except for fucking Punkbuster).

I've also slapped it on my 2-3 year old Vista laptop (single core) and it completely destroys Vista in every way. It runs like XP would and I finally don't have to wait 5 minutes before it has completed booting or shutting down (more like 30 seconds or less).
