no access

im trying to open ventrilo 3.0, but it says: Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item"

wth shall i do :C

i have:
logged in as admin
enabled it with firewall and DEP
cried
googled and still looking for answers

my pc:
windows xp home service pack 3
windows firewall
avg antivirus
