FPS Spikes?

so i upgraded my vid card from an ATI x300 to ATI X1900XT which is a big upgrade i got 125+ fps but they drops to 12/23.. im pretty sure its all connection related since my isp is quite unstable .. so i was wondering if you guys know any tool that can prevent or at least help with the packs losing related with my NET..

I don´t have drops : nVidia 8800GT, AMD 3 x 3 GHZ, 4 Gig. Ram (But XP).

Anyway : I have PB laggs :D

e.g seta r_lastValidRenderer "RADEON 9200SE DDR x86/MMX/3DNow!/SSE" will do ET think you're using this (ati 9200se) card, this causes fps problems for most people
