they are called "bitterballen", they're crispy on the outside, inside is filled with something similar like ragout. It's a bit hard to explain, but it tasted pretty good.
Like Rhand said: you should try them on your next visit to the Netherlands (or Belgium). Be carefull though, first bite a little hole in the crispy outside and let the heat escape. They're awfully hot on the inside, if you bite right into it, you'll burn your mouth.
