photoshop guy needed

so the photoshop guys -> which program is the best one to resize an image (make it bigger) without loosing too much quality?

photoshop cs4 has an option you can choose when saveing an image which u make bigger. this option should make the quality loss smaller.. dunnow if that rly use smth.

mainly i only need a program for resizing.. thats why i dont want to get photoshop for it.. i dont rly know how to work with it anyway.. for the rest i have paint :D

and it makes images bigger with less quality loss than normal programms? if such a thing even exists..

thought also about gimp?
