Angela Merkel. If everything turns out fine CDU/FDP will have more than 50% of the votes and form a new parliament. Otherwise we will have another big coalition consisting of CDU + FDP + SPD most likely.

Though Steinmeier doesn't have a real chance to become chancellor anyway since FDP said they won't form a coalition with SPD. So the only question is whether it's CDU+FDP or CDU+SPD.
