Windows 7 Fail

Good evening all =)

Well, i have a question and I hope someone here can help me:

I downloaded an official windows 7 proffesiuonal 32 bit. and run the setup. When I chose to upgrade it tells me i cant upgrade it without any further reasons. Also if i chose for a clean install, it loads, installs and when it reboots my system automaticly it's haning on a blue windows 7 screen with a comand prompt on it with the message : startnet wpeinit

A bit like this but with windows 7 background:

image: winpecmd
I didnt make this screenshot, its from the net, so its a bit different from mine. but basicly the message is like this.

Thanks for reading and I hope someone can help me.

I got another WIN 7 problem:

I downloaded win 7 ( included prof and ultimate version ) and i went installing it, and everytihng worked fine...untill.. just before windows was about to finalise the installation and to start win 7, some error came up

in german its " Fehler bei der Initialisierung des Anmeldeprozesses" , english something like tihs i suppose: " Error at the intialisation of the loginprocess :D"

My pc shuts down and when i boot again i just get a black screen..
