HDD turn off?

I was wondering if there is any program or something that turns off HDDs when XP starts up so basicly it would boot only the system HDD but if i want then i can turn on the other HDDs.

a second hard drive won't slow your boot time down if thats what your thinking

my boot is around 7/10seconds slower, thanks to my usb hdd!!! the bios always turn it on... would love to know how to disable it (it doesn't boot using usb hdd, but still ... )

then unplug your external hard drive when you turn it off, and plug it once your pc booted?
