Wolfenstein SP problem

My friend has an error:

Quoteerror number 0x80040702 description failed to load dll firewall install helper setup will now terminate


Already tried with firewall, reinstalling, google - nothing helps

Any ideas how to solve it?

but I recorded the game on CD for him... had played the same version without problems

I just downloaded and recorded to CD, he has done everything correct, it fails when he wants to run the game, it doesn't run

well, apparently there's a .dll file then missing. That's kinda common nowadays, but it doesn't really say which one it is. Usually the error messages say that
