so my dad started downloading on my internet...so i decided to try use netlimiter since he became annoying(he fucking downloads movies he don't even watch)

1)does it have to be on his PC to limit his download?
2)any guides online?

1) yes!

an alternative would be to limit his bandwidth in the router webinterface

open firefox
type in your router ip, its 192.168.0.1 or 192.168.1.1 in the most cases
login with admin:admin or root:root or root:123456 (depends on router :P)
and search for a bandwith controller or smth

you can limit his inet in the router config programm. ;)
If its possible on it
