A lot of people have cheated in the past, or continue to do so. I gave up caring about it all a long time ago \o/
If you don't like playing against a cheater, go elsewhere where there isn't one (however hard that may seem)
Statistics proof it should be about 25% of the community :D (Tchebychev)
Where I'm assuming that cheaters are still the outliners.
Else it would be 75%, I guess it depends what level you play, if you play at a high level, assuming cheaters don't like to play at low level, you should encounter more cheaters.

Saying that everybody is cheating only helps spreading the notion that cheating is ok. ("Come on, everybody is doing it, then I can do it too!").
This is not the case, there are plenty of legit players.
