well i see your point about englishmen - thats bad if one makes mistakes in his first language. but on the other hand i cant agree with what is implied by your statement about non-englishmen.
my point is that if one can speak english B1 - we obviously wont be expecting him to speak during scientific debate. but i think if it goes to usage of than/then, order of words in a sentence, etc - it should be clear for him just like for an englishman.
