New Windows 7 Accel Fix

A person going by the name of Mark C has just released a fix for Windows 7 that removes mouse accel in games and provides a 1:1 ratio.
I have been testing this fix for a few days and I can honestly say it is definitely the best option to remove accel in Windows 7. None of Anir's accel fixes work in Windows 7 and the Cheese mouse fix is correct in XP/Vista but doesn't work 100% in Windows 7.
If you are using a different OS than 7, do not apply this. It is for Windows 7 only.

This is better than RInput in my opinion. With RInput there is some delay.
