gimme my fking fps

Hoi there.
Got simple problem...massive drops in fps.
PC:
AMD athlon x2 5000+ (2,8GHz)
4GB ram
nvidia 9600GT 512MB
Win Vista 64bit
I am sure that the problem can't be solved by changing OS... (tried xp, vista and even 7 ).
On most maps there are places where my fps drops from 125 to something like 40-... ( before bank on gr, CP@bremen & many more places ) and even more places all overe the world where my fps drops under 100
I would be grateful if someone could help me :o
P.S.: sry about shitty engrish.
EDIT: forgot to mention i dont have this problem on empty server.. :o

just blame pb like everyone else.
maybe ask arround for krone's cfg or whatever his name was/is, gave me a decent fps boost even tho I thought I had a nice fps cfg
