If that does happen, expect it to be a big part of the election process with the torries probably being the only party not to force it in for a while. They were already relunctant at this stage to give their consent.
Plus, what they havent thought about is people who legitimately download stuff from PSN or Xbox live etc. That along with IP spoofing, i doubt it will become a huge issue.
