No it doesn't count mate, your mixing up with another ranking. I can show you link with how they calculate the rankings but I'm lazy. Only the last 2 tournaments count + friendlies + qualifiers, no CL or EL.
Even if you don't play, you can still lose places if other teams around you play and get points or if points from the past get eliminated and aren't counted anymore. So it could be that NL won exactly some games 4 years ago and counted for 4 years in the ranking but the date has passed and it doesn't count anymore now.

i doubt any team can beat a team with 2 best midfielders playmakers(iniesta, xavi) in the world, with one of the best playmaker in the world in the bench incase (fabregas), one of the best wingers (silva) and 2 of the best strikers in the world currently (torres and vila)
