Should Shoutcasters be quiet during games?

It seems to become more of a habit that shoutcasters tend to type things in globalchat, not just the regular "rup" during warmup, but also "gg" before the game has even finished. Should there be rules for shoutcasters on ETTV?

there is no reason for them to talk during a game anyways, so someone please make them stfu!
- Championsleague final between Barcelona and Chelsea.. 50 seconds before the game is over, a sportscommentator runs onto the field, and taps ronaldinho on the shoulders and says "gg!"
- the GF one.. 50 seconds before you are about to shoot your load into her, someone opens the bedroom door and says "gg!!"
- 50 seconds before Hamilton is going to do a win in formula 1 in montreal canada, someone runs up the road with a sign saying "GG!"

shoutcasters should know there place. Rules should be made for them. Admins should simply kick shoutcasters out of the game server when they speak in global chat.. it's not their place to speak.
And the players can lose their focus for a minimum amount of time just for reading the crap the shoutcasters are typing.
the rules should be:
Talking in global chat once is a warning and they will be muted for the rest of the match.
If it happens a second time during a other war he'll kicked out of the server and will be banned for a month.
Third time is 12 month ban.
Returning while banned is a lifetime ban.
n if he was banned from shoutcasting he wouldnt be able to offend as no-one would take the shoutcaster when hes banned so the 12months thing sounds stupid and irrelevant
But the shoutcasters just need to stfu op during maes so thats why we need rules.
Same with cheaters, we don't like them using cheats so we ban them.
I dont think it is right for a shoutcaster to talk during a match (ie when the clock is ticking) because, as you said, it is distracting for a player to see "gg" when there is still a chance for them to complete an objective.
However, I dont think there is any problem if when the game is not running (i.e in warmup time before the match or after the match/map has ended) This is because sometimes, if players fakenick during an ETTV match the shoutcaster may ask the players or admin who that person is as it is often quicker to do it on the game server rather than asking in a private IRC channel.
Also, if I am talked to by a player then I think it is kind of rude to just ignore them. Finally, and more close to the point you are making with Sok1, I dont think there is anything wrong with saying "wp" etc as long as players are not playing and I think this can either be done on IRC or on the gameserver (when the match has ended, as stated above)
I think it is just a minority of casters that go over the top.

shoutcasters shout just shut up on the gameserver, look at toos like he is doing.
Besides clanbase rules clearly state spectators should be muted :o)
So no, they should stfu while on ETTV unless it's telling the team the map poll or talking to the other admin telling them to do something (like reminding them to check guid's and shit), even that can be done on IRC though.
Shoutouts is what REALLY gets me though. Makes both the admins and the cup unprofessional and in the admins case, undeserving.
Making rules is a bit over the top and will be hard to upkeep, because some things such as other broadcasters or shoutcasters technical things is quite handy to be discussed over the gameserver.
There should just be one protocol....ONLY the very necessary goes on global talk, the rest should not be typed in the game. Admins and supervisors should instruct their crew, the GTV should do the same, shoutcasters need a bitchslap...problem solved.
Then again, there should be exceptions for l33t people like myself, because I am sure that everyone wants to read what I have to say ;P

IMHO 'gg' stuff is ok, i'm wondering why you want to bring communism in ET community...
I understand that ppl might get mad @ shoutcasters when they spam during game, but who does ? I never recieved any complaint about our shoutcasters. If someone is spamming you always have mute command, dont you? Simply - use your own rights during match.
This poll is a complaint and everyone that is agreeing with Ronner is registering their complaint. Do we have to do it in writing? This poll is here because you and s0k1 are doing what Ronner is saying, I never see Splodge, Mashed, smoke or the french/estonian guys talking just a few of the HS ppl.

Imo the only players that should be allowed to talk in global are the players of both teams themselves. And the admin who is reffing the match can talk in global aswell for guidelines that affect the match. If an admin wants to talk not about guidelines he should do it in teamchat (like shoutouts, or comments on the match). But banning shoutcasters because they said a word: not a good job cuz soon you will lose most of your casters. If shoutcasters want to start talking in global they should become admins, izi job, ur ze boss in ze game so you can do whatever you want (and of course i'm exaggerating this one!)
If I am on a server myself, as OC admin or something, I even unbind T for it :P
Just like Football .. they try to give as less attention as possible to the referees and commentators.
So my answer to the question is ... who cares? honestly.. there's no skill involved in adminning a match or shoutcasting a game, so talk about the players of the game rather than others.
