cod4 installation problem

heyho!
i was thinking to install back this game to my pc, all seem to be fine,i typed the CD key in and choosed the installation path where it would go,clicked yes and this problem pops up.

"Error 1625: This installation is forbidden by system administrator"

but that didn't help me :/

and yes, i did "format C:",i have the same OS what i had months ago when i played this game,any suggestions?
