connection problem :(

its like that
when i do:run ->cmd->ping whateva
and i ping the servers in europe i get 80-100 ping which is good
but when i actually connect to a server i get 200-300 ping in game :(
sometimes when i connect in early morning or late at night
i get the 100 but thats sucks cause when i am avi and wanna play i have 200-300
and when i cant play i get 100:s

anyway i schould mention that i am from israel:p

help plz
