I run every game fine with vista & only 2gb memory..

If it's 32bit 2GB is fine. If it's 64bit then there may be an issue depending on background processes.

they never get above 70? If so you have pretty sure still vsync enabled since your r_displayRefresh "70".

I got exactly same memory and O/S and I get unstable 125. Try setting PB and ET to different cores (affinity or something). In Process Center right click and change.
