It is a possible rootkit hiding in your system. It is something that can not be detected by anti-virus software. What you will need to do is download an anti-rootkit program. You can get it here

TAKE NOTICE: If this does not help, then you will have to REFORMAT your hard drive and reinstall your system. If your hard drive is partitioned, then you will have to delete ALL partitions as if your hard drive were new and allow your restoration software (Most major computer makers have it) To create the new partition and install your system.

Another "to-try":
manual download pbsec.htm file into my pb folder, because pbsetup did not add that file, allowing pnkbstra and pnkbstrb in Windows firewall, windows defender and AV.
