i can understand that cheaters busting is very hard.
I can remember the good old times when bani publicised
ETPRO 3.0.0 It was very effective cause many coders/haxors
helped by developing.
But this time i can see that netcoders etc are doing their "job" better.
Enemy Territory is a free game and noone works on it cause they got not payed
for this. Netcoders get payd for this by stupid ET players
I want to know - is it possible to make a big database for competiton.
When you create your cb acount/yawn acount/or any new database-
you can upload there your pbguid.
So if you gona reinstall ET you can always download your pbguid again.
Always when you connect to a war server- where is 6o6;3o3 cb settings on-
ETPRO will check your pbguid and will compare it with the database.
We can avoid so new haxors. And who are hacking - gona take more risks.
now can CUP admins check clans more. If clan has newcommers then they will
regrouped to india division etc.

imo the best would be to have a one time donation of 10 euros to CB crew to play in EC's/OC's, and when someone gets busted his account gets suspended so he has to pay again if he wants to continue playing officials.
you will never be able to clean a game from private hacks. only if nobody plays the game and therefor nobody develops hacks.
a game that is NOT free with a working anticheat (hi pb) might stop some ppl from using public hacks. but that will not lower the amount of ppl using private hacks.
you seem to be really paranoid. not every player you dont know and hits a head is a cheater. and even IF he is? if you cant say for sure if s.o. is skilled or cheats human would you want to ban him? he doesnt affect YOUR game in a different way as a skilled legit player would do. so ban these too.
sum:
you can ban players. some may quit (really?), some may return with a new identity.
the best you can get from busting: a KNOWN player would have to start as an unknown -> no known team will take him. If he is willing to continue competition cheating he will do so. no (etpro/pb)guids, hardwareban stuff etc will stop him.
save your time and stop being SO much paranoid. better for your health

And there are fucking many "med-high" clans who got new players who registred to cb maybe 1 month ago ...

Well in my opinion there is one quite save way to stop cheating, but that would first: require bani to code nearly all over again (or evan change ET-sourcecode dunno, if so just forget that idea).
A completly serverbased game which just spawns 1 more player into the game whenever s/o connects, and only accepts mouse- and movementcommands might prbly be quite save. On the other hand the server doesnt responde by sending positions of the players but sending "modelintegrated pictures" which would change by simply changing coordinates or viewing-direction (who would have guessed:P). Just like being sth like a "spectator" telling the server where to place the shots by watching those pictures (again, who would have guessed:P). There is one other quite significant advantage in letting the server calculating the positions, removed playerlags afait(and stable server shouldn't be the greatest probs today). I just dont think anyone would write a screencapturing-program to filter axis/allied uniforms to aim there^^. Thogh it would be connected to high amount of work, i guess noone would think of doing without a charge. Waiting for USEFUL, TOPIC-RELATED reply :)
