Limiting BW on Router

I have a simple internet setup, internet comes out, goes into router, comes out in the other end to the three PC's in the house.

I'd like to limit the bandwidth to one of those PC's is it possible, basically I want to throttle it down so that it cant do much more than webbrowsing. But I want to leave the other 2 free to play/skype/torrent.

How best can I do this

install netlimiter on the other 2 pc's :/
or read users guid of your router

with some routers it's possible...look ur router functions if u find something like ur question so u can do it.

u need a router which got QoS (quality of service).
that alone don't help. the standard switches have mostly (the newer once) QoS integrated but you can't influence it (with a webgui for example).

1. buy some old computer
2. install linux (probably debian)
3. use iptables and make hardware router

afaik debian allows you to change (low/high) your routing packets which has to be sent (engrish =O)
expensive = quality.
not always. especially in this case it could go without buying a 100 euro switch...
