Photoshopper needed

Yeah, I'm in need of some help from someone handy with photoshop. I'm making a new DnD character (Yes, I do play DnD) and I'd like a picture of him. I browsed through some of my books and found a nice match that I'd like to have converted to a Neverwinter Nights portait.

Now, the picture is just good a match, not perfect or anywhere near. I've no idea if what I'm asking is big or whatever as I'm not experienced with editing pictures at all.

However, this is my wishlist of what I'd like changed on the picture:

* The scales (skin) need to be darker, almost black
* If possible he should look more evil (meaner eyes etc)
* His eyes need to be a glowingish light green
EDIT: * Making him bald
If baldness is too hard or impossible I'd like his hair darker

The first one is the most important (and the hardest one too, I imagine?) but I will be happy if you skip this on account of being to difficult or time-consuming and focus on other points instead.

Here's the picture I want to change. I don't want the whole body, only from about shoulder up.
