They forced it with rcon just to test if it does work right and yes it does.
Imagine how DEVASTATING this would be in a match when you have lured an innocent team on your server.

Yes , you can disable rcon

And you can also play on server where the owner isnt playing so there isnt rcon abuse

Even so , it doesnt matter , abusing rcon is childish if you use it for cheats
