Neither one of his CB-accounts have a C&A profile, or does he have a 3rd CB account? If not, what is your reason for forfeiting the game because the avi is far from conclusive evidence.

Get him banned in CB for returning while banned, otherwise this is just "admin helping out friends".

And i can only find a nC list from 2008 which isn't accessible anymore.

There are no proofs he's currently cheating, he returned while being banned. I didn't know the last part so hence my resistance against the forfeit loss.
