my download speeds go down in the late evening because my ISP restricts traffic, especially noticable on torrents.
but i was thinking, i have DSL, not cable, so should we actually be getting what we pay for 100% of the time? otherwise whats to stop my ISP deciding to limit trafic to 20% for the majority of the time?
its BT (large UK company who own pretty much all the phone lines)

so there is a tolerance
if it bothers you look for a very unused isp
actually on a 100mbit bubble but i can normally get 10mb even at peak times \o/ *gloat*
