X1950XTX rapes the hell out of an 8600, the only benefit from an 8600 is the fact that you can use DX10, but on a mid series first generation card you can't run it well.
It depends on what you want to play and the rest of your system. :P An X1950XTX is a fantastic card, it performs very well up against the high end 8 series nVidia cards.

Both are last years models. But the Geforce belongs to last years medium gfx cards and the ATi to last years best / better ones.
Generally, ATi is better for multimedia and nVidia for games. So if it's mainly needed for gaming then it doesn't matter which one you take.
Get the X1950.
