Q6600 is 65nm, the 45nm dual core will do a better job at overclocking.
Q6600 isn't a overclock monster you need massive cooling to get it @ 3,6 ghz, the E8500 which will be avi soon will easily reach 4 GHz and with the same massive cooling maybe 4,3-4,6 GHz or smth.
Well i dont rly agree with you, but anyway, i think it should be enough for his components allthou i would take a good enermax or thermaltake power supply, 500-600watts +

And maybe take a better CPU cooler also like Artic Freezer 7 pro that isnt expensive, and its more silent and with that CPU cooler you can easily overclock your Q6600. You can also try to overclock with boxed cooler but your temps will get easy around 65~70 degrees. 8x400 wont be a problem, with that board dont forget that your memory need around 2.1V on full speed, but the bord will giving 1.8 default so you need do that manual with +3 in the bios =) And 500W power supply is more than enough.
just my graficcard is one version older ( 8600 512 mb) and i have 2 x 2,2 ghz

i have 700watt and my gpx is 8800gts 320mb, imo you would need atleast 500-600watts...
