first of in my opinion, school, as a productive function of the society, has its own BIG fauls. most of the feedback, what u get from the teachers is based on your attitude, practical tests perhaps do not lie perhaps, but you get some of the grades "just" also, besides, such thing as selective brain is pretty important also, imho those people, who specialize in something and become good, are as same as those, who just know a bit about everything. if you are interested in this topic, u should read ivan d illich's work, he might not be right @ all his thaughts and he was a radical, but still, he is interesting

finns are really lucky with their math system, our math teacher uses some finnish books once in a while also, because they are a lot easier than the german based books we have @ estonia
our books expect us to learn a lot @ home also, in long term they should be a lot better tho, but unfortunetly the school lasts 12 years

PISA is actually a serious study about the schoolsystems in these countries. This graph just shows the math results, but in general the top ranked countries have a better educational system overal too.
Your argument is flawed. It's dependent on countries participating (no UK for example - at least not in your list, and I doubt we're worse than Mexico xD), and picks one subject at a rather pointless age. Why not look at the top universities in the world instead, for an accurate indication of intelligence.
