You can't define it as 'it's enough for giving directions', because then 90% of the people I spoke to in Paris would be far away from speaking 'a little' english.

In Flanders most people speak 2/3/4 languages (at least everyone below 30/40) and a bit more then just a 'little' but ok:p.
How about you wake up early and go to a bakery, buy some fresh bread and jam. You then sit down together for breakfast and watch the world wake up around you. You continue to walk around Paris, going into a cafe and having one drink and then carrying on. Talk to the locals, read the newspapers and experience/enjoy what it means to actually be a Parisian. (Speaking French means you can ignore all the tourist spots and bad service).
You'll find if you go to landmarks you're forced in a situation - "Wow, the Eiffel tower sure is nice, isn't it?", "Yeah. Really romantic." ..... Then you feel like you've to "use" the experience. "We're in Paris in front of the Eiffel tower, shouldn't we kiss or something?".
How unromantic can a situation get? (Though, in fairness, if you've to be told how to be romantic then you'll probably love the clichés!).

Tell anybody who lives in Paris ( like me ) "Oooh yeah Paris ! I love the Eiffel tower!" and he will instantly hate you :p
Go to the Sacré Coeur for instance, or walk in the Boulevard Saint-Michel, especially in the evening it's nice :(, canal saint-martin is nice too
